It goes beyond logistic and manufacturing issues.

Read back through messages in the April-June timeframe. You'll find a few of us with personal experience of Qwest's capabilities and practices expressing concerns about their ability to create and market product (services) as well as their capacity to fulfill, track and bill for those products. The chickens are coming home to roost.

Qwest's backend systems remain inadequate, and USWest's capabilities, while better, are mired in the world in poorly-serviced POTS.
