$23 to your ISP ? Good article in "Red Herring" December 1999 issue on this subject. An explosion in free service is expected within the next two years but, meanwhile, here's some current URLs:

1stUp.com - 350,000 customers
Freei.net - 200,000 " targets local ads
Frewwweb.com - 20,000 " 1-time lifetime fee of $119
NetZero.com - 1,700,000 " continuous banner, poor comm
Y-Pay.com - preparing to start up

In addition, an on-line investment firm, JB Oxford provides free internet service if you keep $2000 in an account, else they charge $16/mo. Points to Chas. Schwab and other brokers probably doing something similar in near future.

I'm not using any of these right now so can't comment with first hand experience. Just info for you.
