IPO Report: Charter off to strong start NEW YORK (CBS.MW) -- Charter Communications rose above its offering price as the first of two of this week's mammoth initial public offerings kicked off on Tuesday. Charter traded at 21 on huge volume of 56 million shortly after it opened. The $3.1 billion cable TV company IPO is the biggest deal yet for billionaire and Microsoft founder Paul Allen.The company plans to use proceeds to fund pending acquisitions of Avalon Cable, Fanch Cablevision, Falcon Communications, and Bresnan Communications for a combined $9.9 billion purchase price. cbs.marketwatch.com
