You seem to not understand the paradigm of "instability".
A stability/instability is an inherent property of objects.
It cannot be "caused" by an information agency, it
is somewhere inside the object and reflects interaction
between object's parts - its potential, mass, internal
bonds or lack of thereof, confidence, etc.

The CNBS announcing is a perturbation to the state
of the object, i.e the Intel market. The level and
shape of reaction of the object to perturbations is
an important indication about how soon the object
can blow up.
