Charles,
I will take a stab at your question.
There is nothing to keep the likes of Merrill from investing in a company. However, it is normal operating procedure for many of the large brokerage houses to not follow companies with a market cap under a certain level. There are several factors in this issue...one is that due to liquidity in such companies a brokerage house of Merrill's size would be hard pressed to take a position without the stock moving upward drastically.
Now with that said and looking at CLGY, someone is accumulating this stock in a stealth mode. You merely have to look at the trading pattern over the past few weeks. Nothing big as to purchases....but a steady move in the stock as the MM's are having to inch the bid/ask to shake out more shares...and all with no news(officially).
