Yes, if he was the Postmaster.

I don't see how FDR can get around his fourth term and its consequences. He ran half dead and his doctors advised him and his retainers that he couldn't serve out a new term. That's why they threw Wallace over the side and picked the obscure Harry Truman (for balance).

Then there's Yalta. FDR's reputation cannot recover from that performance. He died mere weeks after, serving about a month of his disasterous fourth term.
