Dream On!!!!!!! The work of the SEC is considered to be too important. Vital to capital flow and all that. Generally, they do pretty good job. But even God screws up occasionally. Look at hawkeye!!! hawkeye is living proof that even god screws-up occaisionally. hawkeye certain that all at SEC would agree with that.

The courts, being particularly sensitive to issues such as "due process", "fundamental fairness", "freedom of speech" "conflicts of interest" and "the right to a speedy trial a.k.a. 'justice delayed is justice denied' would probably be more likely than Congress to limit the SEC's current practices.
