SAN FRANCISCO (AP) — Striking back at new measures to ban ATM surcharges, two big banks announced plans today to restrict access to some of their California automatic teller machines to their own account holders.

Bank of America and Wells Fargo & Co. said they are cutting off access to non-account holders in Santa Monica, where a ban on the ATM fees takes effect Thursday.
