-art: The point is that there "open" system is what our government would like for an open system - one controlled by them and not the marketplace. In case you haven't noticed it our present regime isn't too disimilar from many of the failed socialist governments of the past. Big government and big time intervention from the little red school house to your wallet. With the end result being dumber graduates and the government controlling a good percentage of your wealth. What is it-we work the first 5 mos. of the year to pay our taxes and now with a humongous surplus they cannotcut their spending 1% and return a pittance to those that are bearing this tax burden? China is progressing slowly but that is because they are starting from such a low base. We should not seek to put ourselves in their shoes. JFD
