Not a bad idea. Consent decrees as you have suggested are probably closer to the resolution of the litigation than any more radical attempts to split the company. I personally think that a split could benefit shareholders more than maintaining the present all-in-one structure, but then none of the resulting companies would have sales that exceeded the gross domestic products of dozens of nations, as is the case now. A question of ego.
