Afternoon DS,

I learned a long time ago in the salvage business, words like Proposal or Recommend were just words of Placation that belied the fact that the Proposalees and the Recommendees had come to absolutely no Solution ( theres another one ) and were basically saying we have absolutely no idea where to go from here.

Now - when you here the words - Standard and Approval, give it some credence.

It may be an oxymoron but stay alert and continue to do your due diligence and research. Word of something like this was pecolating through at least one year ago.
