Their point is that short selling is not propelling Qualcomm. Investors and speculators are.

Short selling does not cause upward price pressure, it dampens it. This is because buyers are able to aquire the shares that are sold short without increasing demand on the shares held by longs.

Short covering causes upward price pressure. I'm sure you knew this but it wasn't clear from your post.

The appreciation Qualcomm has been experiencing since the beginning of the year is primarily due to a growing understanding of how important and profitable Qualcomm's CDMA technology is to the wireless revolution.
