Project Oxygen required the commitment, at that time in 1997, of a whole bunch of stogy old world telecomm players, the same ones that controlled and built the transAtlantic runs. That was where the original $$ were to have come from. An ambitious project, not clearly understood, and that is where it went fallow. Moving right along, we now have GBLX and C&W who can run fiber faster than Project Oxygen can call a meeting of their constituents. Project Oxygen should be called Project Oxymoron.
