Stephen, some large cities and municipalities have a predefined period, an annual moratorium in effect, when street construction ceases for a period. In NY City I believe it is for a week or two weeks in December, but I could be wrong on the actual timing. This is done not only due to the obvious reasons relating to weather conditions, but also to allow the franchise folks a breather to catch up on their administrative and dispute backlogs, as well, ostensibly.

During the break they are afforded some time, again, ostensibly, to catch up on applications and permits, and straighten out their route documentation. It's also a time to resolve inter-utility issues such as congested pole and underground rights of way, etc., which arise throughout the year.

Re: Q, I have this sense that they might not necessarily be looking at the highest top line number which could result from a direct form of product manufacturing and sales, as much as they might be looking to go after the best percentage returns by using licensing, thus freeing them from the drudgeries (and lower overall margins) associated with direct forms of doing business. For some reason I just don't see Q getting involved with making plastic toys that get thrown away with the next release, every three to six months or so. Please note that this is all very highly unsophisticated analysis on my part, admittedly, and all IMO.
