My parents let me do the most appalling things when I was a kid, so that it always amazes me that I survived childhood, not to mention not being a quadriplegic, e.g., sliding down sliding boards head first, which is terribly dangerous. Walking around all by myself in a housing project after dark. I walked to and from school all by myself in kindergarten, first and second grade, to give you an idea of the neighborhood I once walked home past a dead man, lying on the sidewalk covered with a tablecloth, he was killed with a knife in a bar fight. I say parents, my father was never home, so I should say mother, although I suppose she was working, too, and it was the maids. I don't think people thought about how easily children get hurt, they just sort of assumed things would be ok. Why would you be able to buy toys that weren't safe? That must have been what they must have thought.
