I really am not looking for much of a settlement.

I think this thing will stay in the courts for years. The government can not deliver on what it negotiates to begin with. MSFT has little incentive to settle. Judge PJ, Klein, Reno and 19 states only want one thing, which basically entails the destruction of MSFT as an on going business. One only need look at the tobacco firms to realize that if you give an inch the other side will attempt to take more than a mile.

MSFT can deliver but the other side can not be trusted to deliver. There is no single source of power on the government side to negotiate with, which can ensure an enduring settlement.

Don't negotiate with those who can not deliver --> Aka. The too many Chiefs syndrome/ the too many cooks in the kitchen routine / coalition warfare is difficult analogies.
