Thread--I've been PM'd (private messaged) that I've been a little cryptic with acronyms. From the linked post,

ilec = ILEC = Incumbent Local Exchange Carrier (including the RBOC's, Regional Bell Operating Companies, and other local companies)
as opposed to
CLEC = Competitive Local Exchange Carrier (Covad, Northpoint, etc.)--not mentioned in the post.

This was all in reference to my statement that the cable companies (eg., Charter) have an advantage going forward, against the ILECs.
