I agree, initially NT had nothing to do with DOS, Cutler was modelling it on VMS and sold Microsoft on the concept. But Microsoft had to retrofit it with DOS and Windows 3.0 features to keep their loyal customers happy, so they did, and that's where NT started to deteriorate, and has continued to do so.

At one time I remember reading that Microsoft had 350 openings in the NT development group. This was just after NT 3.0 was released, and the source was a book talking about the project (I can't remember the author). In otherwords, the project was so awful, most of the team members quit. This also explains why Microsoft products are so poor: lack of continuity really hurts software development.
