Dear Shareholders;

CTI Headquarters has been inundated with calls regarding the recent movement in CTI stock price, with a closing bid of 3 13/16 as of November 11, 1999. There is considerable speculation regarding company activities. I have endeavored to make shareholders aware of ongoing areas of activity and our short-term goals. Recent shareholder letters and press releases reviewed some of these and identified several items. Activities are continuing as the company moves forward as planned. Expansion to more clinical trial sites, increases in company funding and several strategic alliances are currently in process/negotiations. Although things are going well, there can be no assurance that these negotiations will be successful. As has been our practice, once tasks are accomplished, goals reached, milestones achieved or relationships established, appropriate announcements will be made. I appreciate the support of our shareholders and your many comments.
