Itar-Tass news agency quoted Sergeyev as telling
military commanders at a major meeting reviewing
1999 and looking ahead to 2000 that the United
States and NATO were the main culprits in making
this year "extremely unstable".

"The minister declared that the United States is intent on 'weakening Russia'
and 'establishing its full control in the North Caucasus'," Tass reported.

The newspapers in Moscow are full of wild rumours at
the moment.

There is talk of an army revolt, mass sackings, a
government reshuffle, a state of emergency - and even
civil war.

Most of it is probably nonsense, but the speculation
itself reflects one undeniable truth - that the war in
Chechnya has as much to do with Russia's ongoing
power struggles as it does with destroying militants in
the south of the country.
