Well if your ceiling is actually down then the water has the escape rout it needs. I don't see the need for delay by your land lord. All any repair crew needs to do is have the shower turned on and look threw the hole to see what needs to be done. Landlord is just looking for cheaper prices is my guess.Most states have laws that allow tenants to use future rent money to make repairs landlords refuse to do.

I think if I was having as many problems as it seems you've been having or had, finding another place to live would become a priority.
