It was my impression the connectivity problems were due to a faulty 3Com switch. If it was ATHM's fault, why did ATT refund the money? Were any damages paid by COMS?
The article has me really confused (nothing new). T and ATHM do not need this kind of press right now, unless this is another red herring story to muddle the open access debate. Maybe trying to get Joe Municipality to think "T and ATHM are not a monopoly--they are fighting each other! T might bring in another ISP at any moment." The other possible scenarios are 1)typical in-fighting between two companies with a common difficult task (no big deal), 2) confused/biased reporter, 3)rug pull a comin' 4)ATHM has really blown it and T feels the need to publicly chastise them. I shall pray against the dark.
