I've followed it for about a year. They are installing what they call "Dark" optical fiber in major cities in the US. New York City is their largest. I think that its called "Dark" because when they first build out their capacity they don't have customers lined up. They then rent out the fiber network to their customers. Recently Bell Atlantic took a minority position. Speculation is that Bell Atlantic may eventually take over the whole company, but that's probably won't happen for at least a year.

So, it's basically just another way to play the data transmition/fiber optics revolution.

They just raised quite a bit of capital to finance their expansion plans. (Digging up the city streets to install fiber is quite expensive) So, that is probably what helped the stock out today.

Also it was recently added to the George Gilder list.
