I'm going to presume that there is nothing wrong with your down arrow key. If that is so, The Netscape browser scrolls down one one quick block at a time. The Microsoft internet explorer seems to slide up or down when you press the up or down arrow key. The bottom line is are you using a Netscape browser and your brother the Microsoft browser? That may explain what you're experiencing.
Hope this helps.

My brother has a computer that I used and I noticed that when I use his down arrow to scroll it is very smooth and not jerky like mine. Just a little annoying but I figured this is the thread to ask this question and wondering if anyone can help.

If you are using IE 5 go to View/Internet options/advanced tab and check to see if smooth scrolling is checked. You might also go to Control Panel/ Mouse and look around for something similar to "use smooth scrolling". Hope this helps.
