I'm not sure exactly what rules you are looking for, but you might try the NASD Manual and Notices to Members.

Rick, I'm going to suggest that you direct your question to Steve Goldman on the "From the trading desk" thread. He is the head trader at Yamner and Company. He is also an attorney. I think he might shy away from giving you a legal opinion buy might give you an overview. Steve started that thread and although the thread has not been active lately, he hopefully will give you an answer. He was great when the thread was active.
