IMHO with the recent rally in the online brokerage space, it would seem likely that the IPO will be priced at the high end of the range or even above the 9-11 indication. It will be an interesting week. As for the "fairness" of the pricing, I suggest that you read the S-1A and make your own decision on the risk/reward opportunity of WEBS.
