Jim, I have found there a are 3 scenarios for willaims % , one the stock price idles for long time , then someone starts accumulating , wiliams% detects this by rising from low to high. Scenario #2 is W% leads price by a day or two, this one is great as as #1 does not come along very often. Scenario #3 price W% and stochastic all follow very closely, in this case it tells us where the stock is now, not where it is going in the future.
The action you describe is as though some on knows the news , told a few people so there is a little run, now it settles down again waiting for the release.
