Though they don't have phone services in their house, Two house holds in their village do. And it is perfectly fine in China to knock on your neighbor's door to make a phone call, even in the middle of the night if it is an emergency. And for the real remote places, where people make $10 or $20 a month, they can hardly afford the $2 per minute price on Global Star services. But the question should have been if they even want to make a phone call at first place.

"Real remote" is simply pre-developing. People will eventually (inshallah) move up and have a little bit more. But I've seen cell phones all over China. I've also seen enterprising villagers set up shop with a phone in their front window. And look at India, cell phones also in the smallest villages. People do want to communicate
