Here is my interpretation. Lev's remark made sense to me.

Your plant capacity dictates how many cells you produce. You can either supply 33% each in three markets, or 20% each in 5 markets or 10% each in 10 markets, etc. Given the retooling, QC testing, plant production attains optimum on continuous runs at certain speeds, not "stop for retooling and start" runs.
