Hairline cracks show in Compaq re-org

Internal strains caused by the rapid re-organisation of Compaq are taking their toll on the
way the company works, according to a stream of insiders at the firm.

A number of people close to the matter have told The Register that Compaq is
experiencing
difficulties integrating its network of European call centres, particularly at its ex-Digital
Reading site, which has been designated a flagship site for the whole of the region.

The Reading call centre was one of Digital's (Compaq's) open systems support centres
and is intended to become a coordination centre for a number of other call centres in the
European (EMEA) region.

One employee at Reading has told The Register that the approach that new Compaq CEO
Mike Capellas is taking, from the top down, is being obstructed by an approvals system
which effectively stops rapid change, although such change is essential for the company
to
compete successfully.

The process means that many people working at Reading who are dedicated to changing
things quickly are becoming frustrated and leaving the company, according to the source.

Another employee who has just handed in his notice said that the business process
meant
that while the salary was good, he did not feel part of the company and there was no
recognition for the long hours and dedication he and other staff put into the firm.

Many of the disillusioned staff were quitting to go to Compaq competitors, including the
internally hated Sun Microsystems, he added.


The top down process meant that managers wanting to improve the situation were
restricted by a so-called "Compaq Confidential" policy from telling their own staff, and
subsequently that meant the staff resisted changes which they never felt a part of from the
start.

The lack of consultation was causing employees at Reading to vote with their feet and
take
more lucrative employement elsewhere, he added.

Closed door conversations were inducing an atmosphere of suspicion in the company.
Staff working the 12 hour night shift have few if any facilities, he added.

Highly paid consultants from outside are also undermining the atmosphere, he added,
while
local managers waited, sometimes for months, before getting approvals for decisions
which should be made in days. The hierarchy effectively put the lowerarchy in Compaq
Confidential handcuffs.

Compaq was not available to comment on the reports at press time. ®

Hutchison, Global Crossing form
fixed-line venture

HONG KONG, Nov 15 (Reuters) - Hutchison Whampoa Ltd and
Global Crossing Ltd (NasdaqNM:GBLX - news) said on Monday they
were forming a US$1.2 billion joint venture to pursue fixed-line
telecommunications and Internet business in Hong Kong and Greater
China.

The partnership will link Hutchison's existing fixed-line fibre optic network in Hong Kong with Global
Crossing's international undersea fibre-optic cable network.

As part of the deal, Hutchison will receive US$400 million (HK$3.11 billion) in Global Crossing
convertible preference shares.

In addition Global Crossing will contribute to the Hutchison joint venture HK$50 million (HK$389 million)
in cash and US$350 million (HK$2.72 billion) in international telecommunications capacity rights on its
global fibre optic network and global data centre-related capabilities.

The companies said the Internet would be a key area of focus for the 50-50 partnership, to be called
Hutchison Global Crossing. The joint venture will initially build on Hutchison's existing Internet and
multimedia businesses.

It also will implement a Hong Kong government contract recently awarded to Hutchison to build and
operate the public Electronic Services Delivery (ESD) system, and will expand this platform to facilitate
other private sector e-commerce services.

Hutchison Telecommunications won the government ESD contract in partnership with Compaq
Computer Corp (NYSE:CPQ - news), which will supply server technology and hold a 15 percent stake in
the ESD venture.


In addition, Hutchison Global Crossing will establish a global data centre in Hong Kong that will provide
web server hosting and other Internet facility management services. It will connect to Global Crossing's
existing and planned centres in North America, Europe and Asia-Pacific.

Hutchison Global Crossing also intends to pursue fixed-line network opportunities throughout the
Greater China region, subject to regulatory clearances, the companies said.

The joint venture transaction has been approved by the boards of directors of both companies and is
expected to be completed by January 2000.

The tie up with Hutchison is the latest high-profile deal for Bermuda-based Global Crossing, which has
announced plans for 92,700 miles of fibre-optic telecommunications cables connecting five continents.

In October, Global Crossing agreed to buy the telecom arm of Britain's Racal Electronics Plc (quote from
Yahoo! UK & Ireland: RCAL.L) for US$1.65 billion, adding 4,650 miles of cable laid along U.K. railroad lines.

Hutchison last month agreed to sell its 44.8 percent stake in U.K. mobile phone group Orange Plc (quote
from Yahoo! UK & Ireland: ORA.L) to Mannesmann AG for HK$113 billion, including a 10.2 percent stake in
the German telecoms and engineering group.

Mannesmann itself is now the target of a US$106 billion takeover offer from rival Vodafone AirTouch Plc
(quote from Yahoo! UK & Ireland: VOD.L).

victor.... I didn't try to download the report, but the way I read the portion that you posted, they only lowered earnings estimates. Otherwise it would say that they had "revised" or "lowered" their rating to "neutral," imho. El
