I checked that chart out and of the 6 times that the ratio hit 20, there was some sort of a pullback. Although it is not statistically viable, since there is not enough data to record 32 repeated pattern, I have to say that 6 out of 6 is not something that should be ignored.

Just wanted to add that such chart does not give a hint to the extent of the move, but as you said it should be a short-term top.
