Hi Lady, it is and it isn't, Technically speaking I think the USA is still at war with IRAQ, and has different ramifications, where in IRAn is more of an embargo on money (LOL) IRAQ was USA's buddy during the IRAN/IRAQ war, I am sure there is still some lingering association there with using IRAQ's strongman as a buffer between the left wing and the right wing on the Moslum peoples.

There has been a great movement by the UN to let IRAQ operate as a soverign country again, USA, and UK are still the sticky points, but those points are sofening... I do feel that as long as the US has the over fly of northern and southern given to them indefinatley and IRAQ agrees, they will become agreeable to allowing IRAQ to produce oil to its fullest
