Optibase Inks Agreement with Cisco Systems to Bring High Quality Video
Streaming to Enterprise Customers

Parties Sign OEM Agreement for Integration and Supply of Optibase's MPEG MovieMaker (TM) 200 MPEG-2 Encoder with
Cisco's IP/TV(TM) Solution

SAN JOSE, Calif., Nov. 15 /PRNewswire/ -- Optibase (Nasdaq: OBAS - news) today announced an OEM agreement with Cisco Systems (Nasdaq: CSCO -
news) under which Optibase will supply its MPEG MovieMaker 200 MPEG-1 and -2 encoding solutions for Cisco Systems' IP/TV solution. According to the terms
of the agreement, Cisco will integrate Optibase's MPEG digital video hardware using Optibase's Progression(TM) Software Development Kit (SDK) with Cisco's
IP/TV 3400 Broadcast Servers and will retain nonexclusive rights to promote, market, resell and distribute the technology. In addition, Optibase's Videoplex
XPress(TM) is used as the MPEG hardware decoder for Cisco's IP/TV 3.0.

IP/TV is a complete network video solution that combines a family of high performance servers with client-server software. It transmits live and pre-recorded video
to desktop PCs over IP networks. Integrating Optibase's digital video products with Cisco's IP/TV 3400 Broadcast Servers allows efficient streaming of high quality
video over networks while conserving bandwidth. IP/TV distinguishes itself by offering TV-quality video, built-in scalability, comprehensive management, personal
program listings, and network-friendly technologies such as IP Multicast. News and information are available at cisco.com.

Bob DeFeo, President of Optibase, Inc., said ``We are very excited to have Cisco as an OEM partner. The combination of Optibase's MPEG digital video
technology and Cisco's IP/TV is the ideal solution for business customers who wish to deliver high quality video across the enterprise. Our work with Cisco
showcases Optibase's competence in the digital video networking arena, and demonstrates our commitment to becoming the premier provider of media streaming
solutions for the network infrastructure.'

The Optibase MPEG MovieMaker 200 is a single-board MPEG-1 and MPEG-2 real-time encoder which supports the entire spectrum of video and audio
encoding, from MPEG-1 through high-end MPEG-2 encoding. By using Progression(TM), Optibase's software toolkit, developers can easily integrate and
customize Optibase products to fit applications requiring transmission of high quality video at low to medium bandwidths, such as streaming video over intranets,
video networking and medical imaging.
