Reliance and WorldTel join hands to create network of internet centres and related infrastructure

November 16, 1999: Reliance ( ril.com )and WorldTel UK (http://www.world-tel.com/) today announced the formation of a joint venture for creating a comprehensive network of Community Internet Centres (CICs) across the state of Tamil Nadu, and for building and operating a supporting state-of-the-art internet service infrastructure in the state.

This is the first major Information Technology (IT) and Telecom project under the New Telecom Policy (NTP) of the government. The joint venture project will network Tamil Nadu's villages and towns with each other and the rest of the world through the CICs, making it the first state in India to initiate mass application of information technology.

Commenting on the joint venture, Mr. Sam Pitroda, the Chairman and Chief Executive Officer (CEO) of WorldTel, and a former chairman of the Telecom Commission, Government of India, said:

"We are delighted to have Reliance as a partner, which brings a thorough understanding of the Indian markets and environment, global expertise in implementing large and complex projects, and tremendous financial strength, to the joint venture. With Reliance as a partner, we feel confident of achieving our mission of internet access for all in the next millennium." Mr. Mukesh D. Ambani, Vice Chairman and Managing Director of Reliance group's flagship and India's largest private sector company Reliance Industries Ltd. (RIL), added:

"WorldTel, under Mr. Satyan (Sam) Pitroda's leadership, would bring an international perspective and a deep understanding of India's special needs, to the joint venture."

WorldTel is a UK based international organisation, set up under the auspices of the International Telecommunications Union (ITU) of the United Nations (UN), with the objective of bringing the latest telecom technologies to the developing nations in a cost effective way.

The joint venture will operate as a full-fledged internet service provider in the region, integrated with the backbone internet service infrastructure. It plans to create at least 1,000 CICs in Tamil Nadu, in the first phase, with about 2 to 20 computer terminals in each centre. The CICs will be created on a franchise basis, and will also offer several other business services such as fax, PCO, photocopying, email, etc.

Benefits to the nation

This futuristic initiative, aimed at bringing high quality internet access and its power within the reach of the masses at affordable cost, and also at facilitating rapid growth of the Information Technology (IT) related industries, internet services, and e-commerce in the state, is the first project of its kind.

This initiative intends to revolutionise internet use by creating local language and local market databases, and by satisfying a complete spectrum of the day-to-day information and service needs of the people. Several aspects of government systems, policies, and procedures, will be made available through the net through the active support of the state government.

The joint venture envisages to drastically reduce the internet access charges, and provide the fastest and highest quality internet access, thereby promoting the usage of internet.

As per the estimates of the state government, the CICs alone will generate direct employment opportunities for up to 50,000 persons in Tamil Nadu. The states will further benefit from rapid development of the IT based industries due to availability of high quality and low cost infrastructure.

Partners and first phase financing

The project cost for the first phase is likely to be in the region of Rs. 400 crores (US $ 90 million). The Tamil Nadu government, through its arm Electronics Corporation of Tamil Nadu (Elcot), will contribute 26% of the equity in the project, while the remaining equity contribution will be shared equally between Reliance and WorldTel.

Deploying cutting edge technology

The network will initially use dedicated leased lines from VSNL to provide internet services, with plans to create its own independent infrastructure in the future, in line with the government policy of opening up international gateways for the internet service providers (ISPs).

The network will deploy the latest high speed packet switching and fibre optic transmission technology.
