Here's the ratings on Clinton in a scientific poll:

Are Republicans just outgunned by the astute President Clinton? Acknowledging his political skill and persistence, his lack of inhibition by scruples and his ability to speak as one while Congress is 535, Mr. Clinton remains is a weak president. A majority of Americans opposed his conviction in the impeachment trial, but about two-thirds told pollsters throughout the year that they either wanted him forced out of office or at least strongly censured.

Voters continue to view him unfavorably in personal terms, and the verdict is astonishingly harsh. An NBC/Wall Street Journal survey in June asked whether various political figures have "values and standards" that are "ideal, good, mixed, weak or deplorable." Forty-three percent called Mr. Clinton's deplorable and another 22% weak, while only 4% said his values were ideal and 11% good. And if Mr. Clinton is so formidable, why does he seem to be sinking his superloyal vice president?
