I think CR was speaking more of censure that being a censor- of course there is that meaning of censor regarding examining for objectionable material, but the primary way the word is understood is someone who goes over material and deletes portions for content. CR cannot do that. He can certainly censure all by his lonesome without deleting anything since that is merely to condemn, or to judge (w/an element of condemnation).
