Yes, i do understand that it is not uncommon in today's commercial buildings to have fiber in the risers, and i do agree that (in most places in the world) that fiber is usually owned by the building's owner(s) or it occupant(s).

It is because of my knowledge of those facts that i thought some statements made at the end of the Global Crossing, Ltd. CC to discuss the formation of Hutchison Global Crossing were extremely noteworthy.

The statement about owning the fiber in the riser (should we call this “The Last Meter”?) i referred to was in response to a Goldman Sachs question near the end of the call. Since i do not currently have a voice recognition program that works (does anyone have one to recommend? ), here is my transcription (listen for yourself please, thank you) of the parts of the answer that lead me to believe that Global Crossing Ltd. (when the Hutch transaction is completed) owns fiber within almost 600 buildings in HK:

... it also has a very unique direct access to most of the key business buildings in Hong Kong. What I mean by that is not only do they have fiber to the buildings, but they have wired the buildings in the risers and own that fiber. So this is part of our vision for building to building connectivity which comes complete to us in Hong Kong....
