The filing is like a blizzard of minor foreign countries, except that they omit Canada.

Constellation was a company domiciled in Ireland and the British Virgin Islands. Why these countries?

There's more:

As of October 1, 1999, the Company had 59 employees, including 17 in
the research and development office in Israel, 35 in the research and
development office in Moscow, one subcontractor in Ukraine and five in
management, finance and administration and one in research and development in
North America.

Notice the mention of "North America"

Does that mean Vancouver?

I'm still bugged that this looks like a Vancouver stock, but they don't disclose that in the form 10.

My personal favorite:

"In addition, over the next twelve months, the Company plans to increase its operating expenses from approximately $350,000 per month to $1,200,000 per month in order to fund research and development, broaden its customer support capabilities and increase its administration resources."

With no money, and projecting 2 years of losses,
the company needs to raise at least $30 million
to fund itself...and that's if you believe.
