Unfortunately, you are absolutely right. Many people forget the abundance of appointees whose credentials are often quite "iffy" at best.

I live in an area near one of the largest naval bases in the world. Most of the people I have met treat their government jobs in a professional manner. Do you honestly think they are cynically sitting on their butts all day laughing at the American taxpayer? They don't even vote for the same people! How could they possibly be bending elections to their will? I have no idea where you got your information but it is simply wrong. (Note: The Cato Institute is not a good source.)
