Hi Frank, i've been thinking more about tracking people using technology. I've found a company that is marketing it... they have a product called Cellocate

a cellular telephone positioning system. Due to rules recently adopted by the FCC, cellular licensees must automatically provide the position of cellular 911 callers with an accuracy within 125 m in 67% of all cases. Cellocate estimates position using root MUSIC (MUltiple Signal Identification and Classification) to improve TOA (Time Of Arrival) estimation and hyperbolic trilateration to estimate position. Field tests indicate that Cellocate presentlyhas an accuracy between 180 m and 300 m (66%). It is expected that accuracy will improve when additional cell sites are used in the position estimation process.

The FCC is requiring telephone companies to begin tracing 911 calls from cell phones by 2001. The tel-cos are complaining that the technology doesn't exist to do this yet and that the deadline should be pushed back. This company claims they can get the location down to 10 meters.

They plan to offer the service to the Telephone companies for free in exchange for access to provide their other services... namely wireless tracking of children, pets, and trucks..
