The Northern League resents transfer payments to the south, the Quebecois have long been iffy about being dominated by Anglophone Canada, and Belgium is beset by questions of practicality and fairness in a bilingual state. These are not a backlash against the New World Culture. In countries like France and Canada, it is necessary to use the heavy hand of government to keep the forces of Americanization from overwhelming the country. For example, American movies are by and large far better box office in France. Not only is the French movie industry subsidized, but theaters are limited by law in the percentage of American movies they can show. Similar restrictions apply in Canada, although given the proximity of the bulk of the population to the border, and the availability of satellite dishes, content regulations are becoming increasingly futile. Most Canadians prefer American tv, radio, and movies. In France, the legal prerogatives of the Academy hold at bay the normalization of "Franglish" terms, but they are more popular than a lot of the invented locutions put forward in their stead. At Cannes, American movies are the most popular, and even stuff that would not be distributed theatrically in the States will be bought overseas. Sure, there are people who don't like it, but they have to behave in a dictatorial way to prevent it......
