Bloomberg;Handset> Qualcomm CEO Jacobs on Handset Sale, Outlook: Company Comment New York. Nov. 17 (Bloomberg) -- Qualcomm Inc. Chairman and Chief Executive Irwin Jacobs comments at the Warburg Dillon Read Telecom Conference in New York. Qualcomm, based in San Diego, developed code-division multiple access, or CDMA, the world's No. 2 cell-phone technology after GSM. ''We have, to date, been building phones. We, as you know, have started negotiations to sell that division. Those negotiations are proceeding well. We are at the moment just waiting for the last few offers. So we'd ask for just a little bit more time. We still hope to conclude that agreement before the end of the year. It will probably be sometime in the calendar first quarter before we have a closing.'' ''Our wireless business solutions, our OmniTracks business, continues to grow. We are expanding it to make use of some of the new data capabilities that are now available.'' ''One of the major shortages I think all of us run into is the shortage of good people, and the ability to keep them well motivated and producing new innovations.'' ''We have a large number of patents on CDMA and of course that's the basis for our patents business. I think we're in a very strong position, although we continue to further develop our patent position. As a result we've got what I call bilateral or company-to-company licenses in the order of 67 different companies to manufacture various types of equipment. Our intent going forward with third generation is essentially to extend the bilateral agreements as opposed to entering into some type of pooling or other arrangement.'' ''CDMA has continued to expand very well. We had shipped roughly 40 million this (fiscal ) year. Projections are for roughly 70 million phones to be shipped looking into 2000. Of course, the number of phones affects both our handset sales and our royalty payments, so that number is of interest to us. We think that unless there are some significant, greater component shortages than we see now, or other problems coming along, then perhaps 70 million will turn out to be conservative.''
