I was not talking about whether to "allow" people to decide what to patronize for themselves! And don't you realize that culture is not just "patronized" or "consumed", but created as well? You don't have to be a professional to "create" culture: you do it every time you develop and print a photograph in your darkroom, every time you build a table, every time you sing in the church choir... Culture is an activity, in other words.
