NorthPoint Commends the FCC for Delivering Broadband's 'Triple Crown' SAN FRANCISCO, Nov. 18 /PRNewswire/ -- The Federal Communications Commission's (FCC) unanimous line sharing ruling today is the third and most important in a series of recent steps the FCC has taken to ensure the availability of affordable broadband services for more Americans. In September, the FCC affirmed the availability of local network elements required for the continued deployment of competitive broadband networks. In October, the FCC approved conditions for the SBC-Ameritech merger, mandating a separate subsidiary for the provision of advanced data services by the nation's largest incumbent and calling for lower loop costs and better access to operational support systems in its 13-state territory. Today's line sharing order represents another major milestone and the FCC's most significant broadband initiative to date. Line sharing enables competitive carriers such as NorthPoint to offer digital subscriber line (DSL) service over the same line used by incumbent carriers to deliver voice service. Prior to this order, competitive DSL providers were forced to purchase second, costly stand-alone lines to deliver DSL services, while the incumbent phone monopolies provided their own DSL services using shared lines at a fraction of the cost. By eliminating the incumbents' artificial advantage and giving NorthPoint access to shared lines to deliver DSL, the FCC's order significantly expands NorthPoint's addressable market, promises substantial reductions in loop costs and opens the gates for vibrant competition in the residential DSL market. The following statement may be attributed to Michael Malaga, NorthPoint's chairman and CEO: ''The Federal Communications Commission today delivered the triple crown in the race to deliver broadband communications services to more American consumers. Today's order requiring incumbent local carriers to implement line sharing is the third, and most significant, in a series of decisive steps the FCC has taken this year to accelerate the deployment of broadband services and help more Americans realize the enormous potential of the Internet. Congress and the American people will welcome this development, one that delivers on the promise and intent of the 1996 Telecommunications Act. ''NorthPoint once again applauds the FCC for its steadfast commitment to the principles of competition that will enable the broadband revolution to run its course. Simply put, line sharing will enable American consumers to choose from a range of digital subscriber line (DSL)-based broadband services over the existing phone line currently providing voice service to their homes. With enforcement and compliance of this order, companies like NorthPoint are now able to compete aggressively and with greater parity with incumbent carriers in the provision of DSL services to American consumers. ''Moving quickly to deliver the benefits of this important decision to American consumers, NorthPoint today announced the launch of trials of the company's first consumer DSL offering. On the heels of the FCC's groundbreaking decision, we believe NorthPoint, through this and other initiatives, will play a leading role in expanding broadband choice over a network that will pass nearly half of all Americans by the end of next year.''
