Wally: Loral has a long history at going with the best deal. Which typically puts them onto new rockets. They have been the initial launch customer on way too many rockets IMO. Zenit, Delta III - boom, ouch. I have much more confidence in Delta IV. Delta III was a big eye opener for the company. They found out they could not scale up everything and get away with it. Much of the rework done for Delta III will transfer directly into pending Delta IV work. Many of the components are similar, but more importantly they will not take so much for granted. Jeff Vayda
