Normal Course Issuer Bid - The company plans to make normal course purchases of up to
865,383 of its outstanding common shares representing approximately 10% of the total
outstanding. The bid commences on Mar. 17, 1999 and expires no later than Mar. 16, 2000.

CAPITAL CHANGES:

In 1998, 5,442,163 common shares belonging to a former chairman were cancelled.

In 1997, 380,801 common shares were purchased and cancelled under a normal course
issuer bid.
