RE PLCO IPO sounds to me as if they had a lottery, which would perhaps be the way they dealt with an oversubscription.

It means the IPO is priced at 13 Euro ( Euro dollars ) which is the top end of the proposed range. I saw two sources that speculated the range was 10-12 Euro and t'other said 10-13 Euro.
A Euro dollar is eqiv. to 1.03 U.S. $.
However you cut it it is having a strong coming out.
