My dear young man, the father of your sister's child has a "right" to the child whether your family asks for child support, or not. Legally speaking. As a practical matter, perhaps the young man doesn't want anything to do with your sister, or his child. Which is a shame, indeed, a tragedy, IMO. I, personally, believe it's in the child's best interest to have a good relationship with both parents.

I note that many "irresponsible" ghetto youths are at least willing to form relationships with their illegitimate children. All joking aside, you ought to try to encourage the young man to visit with his child. It will mean more than you can imagine to the child.
