High level government appointments have an irreducibly political aspect, they are not ordinary hires. And ambassadorships particularly are supposed to be baggage free. I don't think Bush's statement needs more scrutiny, it is perfectly reasonable. He will not appoint someone where his or her sexual proclivity will be a major part of the story, and a big symbolic action. He will not penalize someone for being gay per se, if it happens to come out once he or she has assumed the post. Sounds reasonable to me.....
