I can't argue with your position that it may be time to begin to communicate with State Officials about a potential compromise formula to settle this case without too much further litigation. A settlement formula that has the State of Florida paying some cash up front and some yearly payment to CCO to defer drilling seems to me to be preferable (to both sides) to a legal fight to the bitter end. Especially if any funds paid to CCO will be returned to the State out of any eventual oil revenues. We could argue over how much should be paid, but the basic formula and concept ought to be workable. So far, for the first time, I have heard someone from the Company say that the concept is not absurd and might eventually be workable. It was not Phil Ware, but I don't want to mention any names at this point.

At some point, I will have to float the concept past someone from the State's side, probably Jeb Bush. The timing and details of any such settlement will be pretty critical, but as you say, there may be no harm in privately floating the concept past more people. At this point, I am still concerned that the low stock price may tempt some insiders to try to steal the Company from us shareholders. I hope that is not the case, but it is a concern.
